Executive Summary
Over the past 24 hours, PRC scholars and state media have framed the current US-China dynamic not as a stable détente, but as a "strategic stalemate"—a direct reference to Mao Zedong’s theory of protracted war, signaling an intermediate phase before a strategic counteroffensive. Militarily, the PLA maintained steady pressure around Taiwan with 9 sorties and 6 naval vessels, while publicly acknowledging the jamming of foreign warships in the South China Sea, a notable escalation in overt messaging. Meanwhile, Taiwan faces strategic uncertainty as it awaits White House approval for a $14 billion arms package, even as US think tanks warn it will take 3-5 years to replenish critical American munition stockpiles. Economic tensions continue to rise with the EU launching new probes into Chinese firms, and Beijing lashing out at Manila over the arrest of Chinese nationals in the South China Sea disputes.
Key Events
- PRC scholars characterize the current US-China relationship as a "strategic stalemate" (战略相持), referencing Mao's "On Protracted War" to suggest this is a transitional phase before a strategic counteroffensive, rather than a permanent détente. → link
- 9 sorties of PLA aircraft and 6 PLAN vessels were detected operating around Taiwan in the 24-hour window ending at 6:00 a.m. local time. → link
- PLA forces have jammed other warships in the South China Sea, with analysts noting that stating this publicly is a new development indicating a push to thicken Beijing's territorial claims. → link
- Taiwan is awaiting President Trump's approval on a $14 billion weapons deal already passed by the US Congress, creating uncertainty over US security commitments. → link
- Beijing accuses Manila of "selective and discriminatory" arrests of Chinese nationals, adding diplomatic friction to ongoing South China Sea disputes. → link
- US military intelligence flights (RC-135U) surge near the Taiwan Strait, operating out of Yokota Air Base in Japan. → link
- CSIS estimates it will take the US 3-5 years to replenish critical stockpiles of Tomahawk, THAAD, SM-3/6, and Patriot missiles—key systems for a Taiwan contingency. → link
- An increasing list of probes by the EU against Chinese firms highlights growing economic distrust between the two blocs. → link
Analysis
Escalation in Strategic Posturing: The most significant development is the rhetorical shift in Beijing. By explicitly framing the US-China dynamic through the lens of Mao's "On Protracted War"—casting the current period as a "strategic stalemate" before an eventual counteroffensive—PRC scholars are signaling that Beijing does not view a stable détente as the end state. This demands a recalibration of Washington's expectations regarding long-term Chinese strategic intent.
Military Normalization and Gray Zone Ops: The PLA's consistent daily presence around Taiwan (9 aircraft, 6 vessels) reflects the continued normalization of military pressure. Meanwhile, publicly boasting about jamming foreign warships in the South China Sea marks a shift from covert gray-zone tactics to overt deterrence messaging, establishing a new baseline for aggressive PRC maritime behavior.
Taiwan's Security Vulnerabilities: Taiwan faces a window of strategic vulnerability. The pending $14 billion US arms deal approval and the 3-5 year timeline to replenish US weapon stockpiles raise urgent questions about the immediate deterrence posture in the Taiwan Strait. Concurrently, Taiwan Coast Guard confrontations with Chinese vessels near Kinmen and domestic information warfare (e.g., "wumao" bots declaring Taiwan is not a country) show Beijing is applying pressure across military, legal, and informational domains simultaneously.
What to Watch Next: Watch for the Trump administration's decision on the $14 billion Taiwan arms package; any further public admissions or incidents of PLA electronic warfare/jamming in the South China Sea; and signals from Beijing regarding the "strategic counteroffensive" phase of their protracted war framework.

US-China Relations & Strategic Posture
@niubi · 2026-05-28T12:52
Some PRC scholars are characterizing the current period of "constructive China-US relationship of strategic stability" (中美建设性战略稳定关系) as a strategic stalemate, and the term is not benign. It features in Mao's 1938 On Protracted War (论持久战), which Xi knows well and which the propaganda system regularly cites. Mao laid out three phases: strategic defensive 战略防御, when China was weak and Japan on the offensive; strategic stalemate 战略相持, when China was strong enough to deny Japan victory; and strategic counteroffensive 战略反攻, when Japan's position deteriorated and China went on the offensive. Trying to understand the Trump-Xi meeting key outcome as a stable détente without that context is problematic. I don’t think PRC leaders see this stalemate as the end state. I hope US policymakers understand this; some of the “experts”/pundits/commentariat do not, or are eliding it. → tweet link
