China’s commercial ties meet another test in Washington

A dispute over proposed US restrictions on connected vehicles provides the clearest policy thread in the China packet. Reports of long-term business ambitions in China sit alongside arguments over how to limit Chinese technology and investment—a reminder that commercial engagement and strategic restriction can advance at the same time. Taiwan’s domestic political friction forms a separate story, not evidence of a new military crisis.

The argument is over the boundary of restrictions

Bill Bishop, posting as niubi, says Senator Rand Paul has sought changes to the Connected Vehicle Security Act, including removal of ownership thresholds and a prohibition relating to electric-vehicle battery-management systems. Bishop also describes a route for authorisations involving companies headquartered in covered countries. These are his descriptions of a negotiating position, not the enacted text of a law. The packet does not establish that the Senate has passed the measure or accepted those changes. 1

In an earlier post, Bishop argues that the requested changes would protect arrangements involving European carmakers with Chinese investment and licensing deals such as CATL’s with Ford. His characterisation of these as loopholes is an interpretation. The underlying policy question is broader: should restrictions follow a vehicle’s brand, its ownership, the source of its software and components, or some combination? The posts show that this boundary is contested; they do not settle the legal answer. 2

Business plans do not amount to a diplomatic reset

The South China Morning Post promotes an interview in which Jamie Dimon outlines JPMorgan’s plans for China over the next decade. Its cached headline supplies no investment amount or detailed implementation schedule, so those should not be inferred. It nevertheless offers a useful contrast to the vehicle debate: a financial institution’s interest in future business can coexist with tighter controls in a strategically sensitive industrial sector. 3

Diplomatic messaging remains equally important to separate from concrete commitments. Sentdefender reports Trump denying that he discussed giving China an opportunity to buy US armaments. A quoted exchange relayed by Bishop also records a denial, followed by an offhand suggestion that it might be a good idea. Neither is evidence of an approved sale, an export-policy change or an agreed arms package. 4 5

The SCMP packet also reports a warning from Wang Yi to a Japanese business delegation and a Chinese pledge of support for Cuba. Both are short headline-level entries. Without the underlying statements, this edition does not expand them into specific threats, conditions or new commitments. 6 7

Taiwan: institutional conflict, with clear attribution

Michael Turton reports that KMT and TPP legislators blocked all Control Yuan nominees, portraying the decision as an attack on governance. The reported vote and the commentator’s assessment are different propositions: the former concerns an institutional appointment process, while the latter is a political judgment. The source packet contains no complete vote record or response from the parties, so it does not support a balanced reconstruction of their stated reasons. 8

Turton also relays Dave Frazier’s concern that Free China Review’s digital articles are not being preserved. That is a cultural and archival issue worth watching, but the post alone does not demonstrate which material has disappeared or whether another archive holds copies. 9

The limits of this sample are especially important here. General geopolitical accounts contribute many off-topic posts to the China list, and missing sources reduce its breadth. This edition therefore does not manufacture a Taiwan Strait force count or a South China Sea confrontation from unrelated military alerts.
