Iran & Middle East Monitor — Daily Intelligence Briefing
Date: 23 July 2026
Executive Summary
The United States conducted its 12th consecutive night of strikes against Iranian military targets, marking a significant escalation with the first use of B-1B Lancer heavy bombers against IRGC sites since the failed ceasefire. President Trump publicly stated he is "considering a massive attack" on Iran "larger than anything that has been done before" and is "close to making a decision." Meanwhile, Houthi forces declared a naval blockade on Saudi Arabia and struck two Saudi oil tankers in the Red Sea, pushing Brent crude above $100/barrel for the first time since late May. The IRGC issued threats against both the US and UK, warning that any base used for aggression against Iran is a legitimate target. Multiple countries including the UK and Germany have withdrawn embassy staff from Iran, and Israel has opened public shelters amid preparations for possible escalation.

Analysis
The situation has entered a clear escalation phase with no de-escalation signals visible. The pattern noted by observers — cyclic threats of "massive attacks" followed by claims of "substantial progress in negotiations" — appears to have broken down, with the US now executing sustained nightly strikes including heavy bomber sorties. The Houthi blockade of Saudi shipping represents a second front that compounds the economic pressure, with oil breaching $100/barrel. Iran's simultaneous efforts to resupply the Houthis with commanders and missile components, while threatening the UK and conducting assassination plots against Israeli officials, indicate Tehran is pursuing escalation across multiple domains rather than seeking off-ramps. The withdrawal of Western diplomatic personnel from Iran and Israel's opening of public shelters suggest both sides are preparing for further escalation rather than a return to ceasefire terms.
What to watch next: - Whether Trump authorizes the "massive attack" he described, and its scope - Houthi enforcement of the Saudi blockade and any US retaliation against Iran for Houthi actions - Oil price trajectory and its domestic political implications for the US - Whether Russia follows through on providing targeting data for US bases to Iran (Rubio-Lavrov meeting) - Any further Iranian proxy strikes on US bases in Iraq, Kuwait, or Jordan
