Executive Summary
The Middle East remains highly volatile as Iranian-backed proxies escalate attacks on regional infrastructure and shipping. A drone strike launched from Iraqi territory forced Saudi Arabia to shut down its critical East-West oil pipeline, though Riyadh has temporarily deferred retaliation to allow Baghdad to address the militias. Meanwhile, the U.S. naval blockade of Iran has successfully redirected 100 commercial vessels over the past 60 days, reducing Iranian crude exports to zero, while Iranian-aligned Houthi forces captured the key port city of Mokha, tightening their grip on the Bab el-Mandeb Strait. Additionally, U.S. officials have linked Chinese satellite imagery to Iran's lethal July missile strike on a U.S. base in Jordan, highlighting deepening geopolitical ties in the region.
Key Events
- Saudi East-West Pipeline Shut Down: Drones launched from Maysan Province, Iraq struck multiple pumping stations, forcing Saudi Arabia to shut down its East-West pipeline. Saudi Arabia is holding off on retaliation at Iraq's request. → link
- US Blockade Redirects 100 Ships: CENTCOM reports its naval blockade on Iran has redirected 100 commercial vessels over the past 60 days, with zero barrels of Iranian crude exported during that time. → link
- Houthis Capture Mokha & Pledge Safe Passage: Houthi forces captured Mokha, Yemen, giving them control over the Bab el-Mandeb Strait. They subsequently pledged not to attack international shipping, though they are setting conditions to control the strait. → link
- Chinese Imagery Linked to Iranian Strike: U.S. officials confirmed Iran obtained high-resolution satellite imagery of a U.S. base in Jordan from Chinese entities prior to a July 17 ballistic missile strike that killed 3 American troops. → link
- Iraqi Crackdown on Militias: Iraq closed border crossings with Iran and dismissed the commander of Maysan Operations Command following investigations confirming the drone attacks originated from Iraqi territory. → link
- Iran-UAE Diplomacy: Iranian President Masoud Pezeshkian held talks with UAE President Sheikh Mohamed bin Zayed Al Nahyan on the sidelines of the BRICS Summit. → link
- Sanctioned Tanker Intercepted: The VLCC supertanker CARINA, sanctioned for transporting Iranian crude, was redirected back into the Gulf of Oman by the U.S. Navy blockade. → link
Analysis
The current pattern indicates a dual-track escalation: Iranian proxies are intensifying strikes on Saudi and U.S. assets, while the U.S. enforces a stringent maritime blockade that is successfully crippling Iranian oil exports. Saudi Arabia is demonstrating strategic restraint regarding Iraqi-based attacks, opting to let Baghdad police its own territory rather than expanding the conflict. However, the Houthi capture of Mokha represents a major tactical victory for the Axis of Resistance, granting them enhanced leverage over global shipping lanes. The revelation of Chinese satellite imagery assisting Iranian targeting introduces a new friction point between Washington and Beijing.
What to watch next: Iraq's internal enforcement against Iranian-backed militias, potential unilateral Saudi military operations against the Houthis, and fluctuations in global tanker rates as the U.S. blockade continues to constrict Gulf shipping.

The Saudi Arabian Ministry of Foreign Affairs has confirmed that the drones that targeted the East-West pipeline were indeed launched from Iraq, confirming Iranian-backed non-state actor (NSA) involvement in the strikes. Notably, while the statement says that Saudi Arabia retains the right to respond to such acts, it also says that they have chosen not to respond at this time, seemingly deferring to the Iraqi government, who has dragged their feet on reigning in Iraqi Iranian-backed NSAs. → tweet link

Dark Fleet VLCC supertanker CARINA (IMO 9240512), which has been sanctioned by the US OFAC for transporting at least 22 million barrels of Iranian crude oil in recent years, appears to have been redirected back into the Gulf of Oman after crossing the US Navy blockade line late last night. Although CARINA is not carrying oil cargo, we can see that the ITU MMSI database has no record of her being flagged as Brazilian. This implies that she is stateless and therefore subject to boarding. Her owners are based in China. #OOTT #IranWar #Tankers → tweet link

Partial Draw-Down of US Tankers in Europe Underway? #IranWar Yesterday I noticed a few tankers depart bases in Romania in a slightly more organised-looking fashion to the normal rotations, with no apparent replacements inbound. Today that pattern has continued leading me to think there may not be any replacements coming. I will note that there are still more than a dozen US tankers in Romania, so this isn't a rapid mass-exodus like we saw from Spain at the start of the Iran War, but it's certainly a significant reduction in the airframes present (32%). → tweet link

More information about the Internationally Recognized Government (IRG)/IRG-aligned force’s offensive against the Houthis to the south, that ultimately, culminated in failure. According to CNN, citing a number of officials and sources with knowledge on the matter, the Saudis failed to embed key enablers, such as JTACs and FSOs with IRG/IRG-aligned forces during their offensive. This enabled the Houthis to make considerable gains, due to the absence of Saudi airstrikes, during counteroffensive operations, that ultimately led to the capture of the key port city of Mocha and islands from which they can exercise control over the Bab al-Mandeb Strait. → tweet link

It's a fair question which we now owe an answer. Based on how these things have usually played out, we're likely looking at around a week before flows meet a sufficient level. What people haven't bothered to look into is that the East-West "Petroline" actually consists of two physical pipelines. One exclusively handles 5 Mbpd of crude while the other handles 2 Mbpd of NGL (Natural Gas Liquids) OR backup crude. In the meantime, there are storage tanks on shore in Yanbu and Al Muajjiz which one can export crude oil out of. → tweet link
