Executive Summary
Top military commanders from the U.S., Israel, and eight Arab nations secretly met in Germany to coordinate regional strategy against Iran and discuss the expanding Houthi threat. Houthi forces have heavily damaged Saudi Arabia's critical East-West oil pipeline, leading to the suspension of oil loadings at the Red Sea port of Yanbu and triggering unprecedented early warnings in Mecca. Meanwhile, Strait of Hormuz shipping is seeing resumed daytime transits of supertankers amid ongoing maritime skirmishes, including a U.S. strike that destroyed two Iranian boats attempting to seize an American drone. The U.S. has also announced a massive $2.8 billion bomb sale to Israel and sanctioned Russia's VTB Bank under the Iran sanctions program for facilitating sanctions evasion.

Analysis
Regional security dynamics are at a critical juncture as the U.S. successfully brokers unprecedented military cooperation between Israel and Arab states against the shared threat of Iran and its proxies. The Houthis' ability to critically damage Saudi Arabia's East-West pipeline demonstrates a significant escalation in proxy warfare, effectively disrupting global oil logistics and forcing Saudi Arabia to cancel European crude cargoes. In the Strait of Hormuz, the resumption of daytime tanker transits suggests a slight de-escalation in maritime risk, yet direct U.S.-IRGC skirmishes and Iran's expanding vessel blacklist indicate persistent tactical friction. Watch for potential Israeli intelligence support to Saudi Arabia against the Houthis, and further Iranian maritime retaliation as sanctions tighten and the U.S. maintains a heavy military footprint in the Arabian Sea.

US-Israel-Arab Summit & Regional Diplomacy
@sentdefender · 2026-09-15T17:49
Senior military commanders from the U.S., Israel and eight Arab countries secretly met in Germany last week to discuss the war with Iran and the broader regional security situation. Axios reports the meeting, organized by CENTCOM commander Adm. Brad Cooper, included the military chiefs of Israel, Saudi Arabia, the UAE, Bahrain, Kuwait, Qatar, Jordan and Egypt. It was the first such gathering since the U.S. and Israel went to war with Iran more than six months ago, and brought together Israeli and Arab military leaders from countries that in some cases still have no diplomatic relations. Cooper reportedly reassured the group that the U.S. will maintain its military presence in the region and briefed them on plans to expand protected shipping through the Strait of Hormuz. The meeting also comes as the Houthis escalate attacks on Saudi Arabia and threaten the Bab al-Mandab. Axios reports Israel, Saudi Arabia and CENTCOM are discussing possible Israeli ISR support for Saudi operations against the Houthis. Source: https://t.co/njolUInWWJ → tweet link

Video purporting to show the Panama flagged, Qatar owned oil tanker El Gaia with black smoke rising from its superstructure is circulating online following an apparent attack on the vessel near Oman on September 13. The Islamic Revolutionary Guard Corps claimed the tanker struck a naval mine while making what it described as an unauthorized transit. That account has been disputed by U.S. Central Command (CENTCOM), which says the vessel was previously struck by an Iranian missile and was later attacked by an Iranian drone while off the coast of Oman. The available video does not appear to show obvious hull damage consistent with a mine explosion. India’s Ministry of External Affairs confirmed that 13 of the 14 Indian crew members aboard were rescued, with one Indian national remaining missing. Oman has since reported that 23 crew members were evacuated from the tanker, while search operations continue for two missing crew members. The vessel is being towed toward Oman. → tweet link

U.S. Central Command has refuted the nature of recent IRGC claims that the Panama-flagged El Gaia struck a naval mine today, saying that the vessel was struck last month already by an Iranian missile and was “rendered inoperable.” Per the release, the Iranians struck the vessel again while it sat off the coast of Oman. However, tracking from the days leading up to the reported strike does not necessarily line up with CENTCOM’s characterization of the two incidents. → tweet link

As part of Operation Economic Outcast against Iran, the U.S. Treasury Office of Foreign Asset Control sanctioned VTB Bank, Russia's second largest bank, under the Iran sanctions program. VTB was already under extensive U.S. sanctions over Russia's war in Ukraine. Treasury now says the bank has helped Iran evade sanctions by establishing relationships with sanctioned Iranian banks, expanding operations in Tehran and creating financial channels for Russia-Iran trade.
