Executive Summary

Tensions in the Middle East remain high as Iran and the US engage in delicate diplomatic maneuvering at the UN General Assembly while maritime hostilities in the Strait of Hormuz escalate. Iranian forces struck the MV Cape Dao in the Strait of Hormuz, resulting in the death of an Indian seafarer and driving crude tanker rates to astronomical levels. Concurrently, Iranian President Masoud Pezeshkian addressed the UNGA, declaring Iran's readiness for dialogue but refusing to be bullied, a speech that prompted a walkout by the US delegation. Meanwhile, in Israel, a car-ramming terrorist attack in the West Bank critically wounded the son of the Israeli ambassador to the US, highlighting persistent regional security threats.

Key Events

Analysis

The current dynamic shows a complex interplay of military coercion and diplomatic outreach. Iran is leveraging maritime strikes in the Strait of Hormuz to apply pressure at the negotiating table, demanding significant concessions like the lifting of the US naval blockade and the release of frozen assets. While the US administration publicly expresses optimism about diplomacy, the walkout during Pezeshkian's speech and Secretary Rubio's acknowledgment that IRGC leaders are impeding talks signal underlying friction. Economically, the ongoing maritime attacks are severely disrupting global shipping, forcing tanker rates to unprecedented highs and altering Saudi oil export routes. Watch next for the continuation of US-Iran backchannel negotiations, potential retaliatory measures following the MV Cape Dao attack, and the impact of the UAE's financial sanctions on Iran's regional trade capabilities.

OK, so this is not how one tracks vessels in the Middle East. Most of the ones moving any cargo of value are keeping their AIS transponders switched off. Our month-on-month sightings show that Saudi Arabia's crude oil loadings along at its east coast are up sevenfold. → tweet link

@TankerTrackers · 2026-09-23T11:54

The numbers have doubled in less than a month. The total crude oil egress via the USN-BL is now 13 Mbpd, with estimated SoH transits at 10.35 Mbpd given that Fujairah and Mina al-Fahal together account for around 2.65 Mbpd on average. This is partly attributed to Saudi Arabia having to swing back its exports eastwards due to pipeline disruption, but also due to daytime transits via the SoH under additional CENTCOM protection. → tweet link
