Executive Summary

President Karol Nawrocki's decision to strip Ukrainian President Volodymyr Zelensky of the Order of the White Eagle dominated the domestic news cycle, triggering sharp political reactions and drawing commentary from Ukrainian officials. Domestically, the "South Hospital" scandal continues to escalate, with Prime Minister Donald Tusk requesting prosecutor general oversight while the opposition targets Rafał Trzaskowski over alleged VIP patient favors. In legislative action, the Sejm advanced measures on windfall taxes for fuel companies, healthcare financing, and criminal accountability for former Justice Minister Zbigniew Ziobro. Meanwhile, authorities are responding to a fatal family tragedy in Świętokrzyskie, severe weather warnings, and significant infrastructure changes, including the dismissal of the government's plenipotentiary for the CPK project.

Analysis

• Patterns: The revocation of Zelensky's award serves as a significant diplomatic signal from the new Polish President, forcing PM Tusk into a difficult political position regarding the required countersignature. Domestically, the South Hospital scandal remains the primary fault line, functioning as a proxy battle over healthcare privatization and elite privilege, with opposition figures aggressively targeting Trzaskowski's presidential credibility.
• Escalation: Parliamentary rhetoric has reached a highly volatile level, evidenced by physical confrontations and profanity between MPs Giertych and Czarnek. Furthermore, Tusk's explicit warning about potential Russian provocations indicates heightened threat perceptions in Warsaw.
• What to Watch: Whether PM Tusk will ultimately countersign Nawrocki's decree on Zelensky's order; the next investigative steps regarding both Zbigniew Ziobro and the South Hospital; and how the newly passed windfall tax will impact Poland's energy sector amidst ongoing European security debates.
