Executive Summary
Ukraine's deep-strike campaign continues to heavily target Russian logistics and oil infrastructure, with overnight drone strikes hitting multiple Wildberries e-commerce warehouses in the Moscow, St. Petersburg, and Tver regions, as well as the Syzran oil refinery. On the frontline, Russian glide bomb usage hit a record high in July, while Russian forces persist in terrorizing civilians in Kherson with deliberate FPV drone strikes. Geopolitically, the depletion of US missile stockpiles due to the Iran war is severely impacting available Western support, complicating Ukraine's air defense shortages. Domestically, Ukraine faces political turbulence over Zelensky's recent government reshuffles and former Commander Zaluzhnyi's blunt assessment that Ukraine will "never" join NATO in its current form.
Key Events
- Russian glide bomb usage reached a record high in July, with over 8,300 KABs dropped on Ukraine, even as Russian forces continue deliberate drone strikes on civilians in Kherson. → link
- Ukrainian long-range strikes disabled roughly 40% of Russia's primary refining capacity and repeatedly hit Wildberries logistics hubs across Russia, causing massive fires near Moscow and St. Petersburg. → link
- US stocks of ATACMS and Precision Strike Missiles are nearly depleted due to the Iran war, severely impacting available long-range munitions and air defense support for Ukraine. → link
- President Zelensky signed a new law granting full rights to former convict soldiers and authorized new SBU operations against Russia amidst ongoing domestic political reshuffles. → link
- Ukraine's Ambassador to the UK, Valerii Zaluzhnyi, stated that Ukraine will "never" join NATO, citing outdated doctrines and current force levels. → link
Analysis
Ukraine's strategy of striking deep into Russian territory is showing sustained economic and logistical pressure, particularly on oil refining and e-commerce distribution networks. However, the concurrent Middle East conflict is heavily drawing down US munitions stockpiles, forcing Kyiv to rely more on domestically produced systems like the Sapsan ballistic missile and Fire Point drones. The stark assessment by former Commander Zaluzhnyi that NATO membership is unattainable, combined with internal political reshuffling in Kyiv, suggests a potential pivot toward alternative security frameworks and a greater reliance on domestic defense industrial capacity. Watch for further Ukrainian innovations in long-range drones and missiles to compensate for Western munitions shortages, as well as the political fallout from Zelensky's recent cabinet reshuffles.

Ukraine launched overnight drone strikes against three warehouse facilities across Russia, including two operated by Wildberries, with Russian officials reporting five people killed and 10 others wounded in the Moscow region. The deadliest strike hit a warehouse in Chekhov, south of Moscow, while separate drone attacks damaged Wildberries facilities near St. Petersburg and in Russia's Tver region. Wildberries said the St. Petersburg warehouse caught fire but reported no casualties there. Wildberries, often compared to Amazon because of its dominant role in Russia's e-commerce and nationwide fulfillment network, has become a recurring target. According to Reuters, Ukraine has attacked more than a dozen Wildberries facilities since July 18 as part of an expanding campaign against Russia's logistics infrastructure. Kyiv says these warehouses support Russia's war effort by serving as logistics hubs and distribution centers, while Moscow and Wildberries deny those claims and describe the attacks as terrorism. → tweet link

The War with Iran 🇮🇷 hurt Ukraine 🇺🇦 more than any other country 1. Ukraine lost all Patriot PAC-3 interceptor shipments from US leading to Kyiv being bombarded by 40 ballistic missiles per week 2. Most ATACMS and +1,000 Tomahawks that could’ve been used to destroy Russian missile factories and air defenses were used up on lesser important targets 3. Russia has gained tens of billions of dollars due to an increase in global oil prices Outside of Iran, Ukraine is the country, that suffers the most from the war. Ukrainian cities like Kyiv and Odesa cannot afford to be hit with 40 Iskander-M and Zircon missiles per week. Factories, Infrastructure, and civilian targets are being destroyed at an unprecedented rate. → tweet link

So the situation is roughly this: Zelensky listened to his buddies, and with a snap of his fingers sent an entire government tumbling down the drain, just to get rid of one single defense minister whose anti-corruption policies had started to greatly upset some very respected people who were used to earning handsomely off military procurement. And also because, you see, torn between a deeply unpopular and repeatedly scandal-ridden commander-in-chief of the armed forces and an effective, innovative minister of defense, Zelensky had no time to sort it out and decide -- so he did the simplest thing and, without the slightest public explanation, fired the defense minister. Whose firing, conveniently, the respected people had also been asking for. And also because the young minister was rapidly gaining popularity! So Zelensky decides to appoint as defense minister someone who has never distinguished himself in any way and is deeply unpopular, but obedient, lacking any initiative, and convenient -- a former cop from yesterday's Ministry of Internal Affairs. But the Verkhovna Rada, exhausted from its grueling labors, fails to give a vote amid public outrage and heads off for a month-long recess in the middle of wartime, leaving the country without a full-fledged defense minister or foreign minister in the new government. As a result, Zelensky triggered one of the largest wartime political crises: street protests, paralysis, confusion. Plunging into total chaos, Zelensky urgently arranges heart-to-heart meetings with practically every respected and prominent combat commander of Ukraine's defense forces, takes dozens of photo-ops with them, and suddenly has an epiphany -- removing his favorite general from the post of commander-in-chief, the very general he'd been backing and deferring to just yesterday in his standoff with the defense minister. "The people have been heard," but the return of the defense minister, Zelensky is somehow in no hurry (the respected people are asking, after all, and why grow yourself a political rival!). Instead, in direct violation of the law, he hides behind the name of a deeply respected combat general, yanks him out of the SBU, names him acting defense minister until the Rada convenes again, and installs a decorated soldier and intelligence officer as a civilian manager of resources, budgets, and process optimization. And by the way -- our former Minister of Internal Affairs, the cop, is left without the defense minister post he was promised! What to do? Gotta find him a job, fast. Oh! Let him go head the National Security and Defense Council -- symbolic, meaningless, but nice for a friend. And what about Zelensky's buddy who's already sitting in that chair, who's already proven himself a thoroughly useless defense minister and a rather mediocre negotiator, which is exactly why he's parked in that ceremonial, symbolic security council post? Well, let him go head the Foreign Intelligence Service of Ukraine -- never mind that he hasn't served a single day in any intelligence service, never had any connection to one whatsoever -- can't leave a buddy without a post now, can we? You have just read a short sketch on the theme of "Volodymyr Zelensky's personnel policy, or God alone knows how Ukraine is still not dead in this war with such a mess." → tweet link
