Partially as a result, people are blaming Lockheed when I do not think they are the blocker. Kyiv needs to decide if the priority is getting PAC-3 production up as fast as possible or if it is domestic production. Because they are not the same. Even if Washington and Lockheed handed Ukraine a complete technical data package and unrestricted production license for PAC-3 tomorrow, I don't not have confidence Ukraine could manufacture it.
