Ukraine reports another drone barrage as Kyiv denies a proposed Moscow visit
Ukraine faced another large overnight drone attack after Russian strikes on Kyiv killed seven people, including a 14-year-old boy, according to the Kyiv Independent. Reports also described a fire at Russia’s Ilsky refinery following a drone attack. On the diplomatic front, Zelensky’s office explicitly denied a report that Donald Trump had urged him to travel to Moscow, saying their discussion concerned possible trilateral talks instead.
A new attack follows a deadly day in Kyiv
Russia launched 173 drones overnight, including more than 50 jet-powered Shaheds, according to Ukrainian Air Force figures relayed by NOELreports. The military said 134 drones were downed or suppressed, with impacts recorded at 19 locations and debris falling at eight. The overnight report followed the previous day’s repeated attacks on the capital. The Kyiv Independent put the death toll at seven and reported Zelensky’s condolences to the families. Fires reported at Russian refineries
The Kyiv Independent reported an apparent drone attack on the Ilsky oil refinery in Krasnodar Krai overnight, citing footage and local reports of a large fire. NOELreports attributed the strike to Ukrainian long-range drones and described a facility with roughly 6.6 million tons of annual crude-processing capacity. At Perm, Osinttechnical said the refinery continued burning on Friday evening after the preceding night’s Ukrainian drone attack. The account cited industry sources speaking to Reuters as saying pipelines, storage facilities and processing units had been damaged, shutting the refinery down. Kyiv rejects the Moscow-meeting account
Zelensky’s communications adviser Dmytro Lytvyn called Bloomberg’s report that Trump had urged the Ukrainian president to meet Putin in Moscow false, according to Kateryna Lis. The Bloomberg account continued circulating in a NOELreports post, which said Zelensky had rejected the proposed visit and had been upset by the suggestion. Putin, meanwhile, cast doubt on a return to negotiations. The Kyiv Independent reported that he said Russia had been prepared to resume talks after the September 18–20 State Duma election, but claimed Ukrainian drone attacks had changed Moscow’s calculations. U.S. aid faces a deadline, while senators challenge a Putin invitation
The Trump administration planned to commit the full $400 million in congressionally approved military aid for Ukraine before the money expired on September 30, according to Reuters reporting relayed by NOELreports. It said $307 million had already been obligated and the remaining $93 million was expected to be placed under contract before the deadline. A bipartisan group of 14 senators, including Jeanne Shaheen, Mitch McConnell and John Cornyn, was pressing Trump to withdraw Putin’s reported invitation to the G20 summit in Miami, Kateryna Lis reported. Baltic air patrols and Russia’s manpower debate
Finland and Sweden carried out their first joint interception of a Russian formation over the Gulf of Finland on September 24, the Kyiv Independent reported. A separate Kyiv Independent analysis argued that Russian battlefield casualties were outpacing recruitment and that Moscow’s paid-volunteer model was approaching its limits.
